The Partnership recognizes the benefit of the passion, insight, and forward movement grassroots

efforts have about local issues.  Therefore, we offer advisement and administrative support

to groups who provide beneficial services to our community that are aligned with our

mission and working toward non-profit status.

Current Fiscal Sponsorship groups include: Northern Tier Camp Cadet,

Marsh Creek Greenway Trail Project, Clays for Kids, and Westfield Community Arts

Northern Tier Camp Cadet

Northern Tier Camp Cadet (NTCC) is an overnight camp for youth, ages 12 and 13, who live in Tioga, Cameron, and Potter Counties. NTCC is designed to create a better understanding between youth and professional law enforcement. NTCC is not a recreational camp, nor is it a disciplinary camp for problem youth. The camp is designed to provide participants with better understanding of law enforcement activities as they learn self-discipline, make new friends, and work as part of team.

NTCC has been a Fiscal Sponsorship group of the Tioga County Partnership for Community Health since 2013.

The Partnership staff provides administrative and volunteer support to the planning team of NTCC. Through

positive programming and mentoring, NTCC is helping to make Tioga County a healthy place to live, work, and play.

This year’s camp cadet program will be held at the beautiful Penn-York Camp and Retreat Center, Ulysses, PA

from Monday, June 10, 2024 to Friday, June 14, 2024.

  • Attendance policy: The camp is a week long commitment, cadets are expected to be in attendance 100% of the time.

  • Camp Dates for 2024: Monday, June 10, 2024 to Friday, June 14, 2024

  • Ages: 12 – 13 years

  • Application Fee: $25 (To be paid only after you’ve been accepted)

  • Registration Deadline: Application must be received or postmarked BY April 8, 2024.

Marsh Creek Greenway Trail Project

Project Overview

The Pine Creek Rail Trail Extension (PCRTE) project (formerly Marsh Creek Greenway) is a 3.2-mile non-motorized trail linking the current northern terminus of the Pine Creek Rail Trail (PCRT) to downtown Wellsboro. The Pennsylvania Department of Conservation and Natural Resources (DCNR) has identified this project as a priority gap in the 2020-2024 Pennsylvania Trail Network Strategic Plan. Along with DCNR’s identification, the local communities, regional planning organization and Tioga County have also determined that connecting Wellsboro to the Pine Creek Rail trail is a priority. The interconnectivity of PCRT and Wellsboro improves the quality of life, encourages residents to participate in active recreation, provides an alternative means of transportation, and enhances the connective tissue between communities throughout the PA Wilds region.  Along with the 3.2 miles of trail, a trailhead building with a visitor’s center and a downtown connection to the trail are in the planning phases. The trailhead building will feature community-centric displays, local business features, trail resources, and local history. The downtown connection will encompass a safe mode of travel for pedestrians to make their way from the trail to the shops, restaurants, and hotels of downtown Wellsboro.

Clays for Kids

The proceeds from each Clays for Kids event go to local nonprofit organizations whose programs are dedicated to help nurture our youth and shape their futures.
